Requirements:

1. General Requirements

   Foundation seeds and local variety seeds can be distributed by:

   • a. Individuals (livestock farmers, livestock groups, and/or livestock group associations)
   • b. Companies engaged in livestock feed seed business or
   • c. Government Institutions and/or Sub-Departments (UPT and/or UPTD)

   Foundation seeds and local variety seeds to be distributed must be labeled.

   Seed distributors as referred to in number 2 must obtain a recommendation from UPT/UPTD.

   In the event that UPT/UPTD acts as a seed distributor, a recommendation must be obtained as follows:

   • a. UPT by the Director General
   • b. UPTD by the relevant Regional Office

   To obtain recommendations from UPTD/UPT, seed distributors submit applications manually or online to UPT/UPTD performing duties and functions in the field of supervision and certification of livestock feed crop seeds.

   Applications must be accompanied by the following administrative requirements:

   • a. Certificate of ownership/possession of seed storage facilities

   If within a period of 14 (fourteen) working days as referred to in number 7, the administrative requirements are not completed, the application is considered withdrawn.

   If the applicant has met the administrative requirements as referred to in number 6, a technical eligibility assessment is carried out by the UPT/UPTD Technical Team.

2. Special Requirements

   Technical eligibility assessment is carried out on the suitability and accuracy of technical requirement documents.

   If the results of the technical eligibility assessment do not meet the requirements, a written rejection is issued to the applicant with reasons for rejection.

   If the results of the technical eligibility assessment meet the requirements, a seed distributor recommendation is issued by:

   • a. UPTD/UPT for Individuals and companies
   • b. Regional Office for UPTD
   • c. Director General for UPT
