Opening
This regulation, issued by the Minister of Finance, amends the existing rules regarding the disbursement of funds through the State Treasury and Budget System. It aims to provide greater flexibility in the payment of compensation, such as salaries and allowances, to officials and employees both domestically and abroad. The changes are intended to streamline the process and ensure timely payments.
Who is affected
The regulation primarily affects government officials and employees who receive compensation through the State Treasury system. This includes those working within Indonesia and those stationed overseas. Additionally, it impacts banks involved in the operational disbursement of funds (Bank Operasional) and other financial institutions (BPG) that handle these transactions.
Key obligations and rights
- Pasal 16 outlines the procedures for the disbursement of funds (SP2D/SP2D-R). Specifically, it mandates that operational banks must disburse funds on the first working day of each month for salary payments (Pasal 16 ayat (1) and (1a)).
- Funds must be available in the source account before disbursement can occur (Pasal 16 ayat (2)).
- Any SP2D/SP2D-R received after 15:00 WIB on the due date can still be processed on that date, provided additional funding is arranged (Pasal 16 ayat (4)).
- Disbursement is to be conducted via the Overbooking mechanism for accounts at operational banks and through BI-RTGS or SKN-BI for accounts at other banks (Pasal 16 ayat (5) and (6)).
