Requirements:

1. For the application of Business Number Block, the Business Entity must first obtain a License for operating a fixed local network that provides basic telephone services;
2. For the application of National Destination Code (NDC), the Business Entity must first obtain a License for operating:
   1. Mobile cellular networks; and
   2. Satellite mobile networks.
3. For the application of Signalling Point Code (SPC), the Business Entity must first obtain a License for operating:
   1. Fixed local network providing basic telephone services;
   2. Mobile cellular networks; and
   3. Satellite mobile networks.
4. For the application of International Signalling Point Code (ISPC), the Business Entity must first obtain a License for operating:
   1. International fixed connection networks;
   2. Mobile cellular networks; and
   3. Satellite mobile networks.
5. For the application of Public Land Mobile Network Identity (PLMNID), the Business Entity must first obtain a License for operating:
   1. Fixed local networks for user mobility on fixed networks;
   2. Mobile cellular networks; and
   3. Satellite mobile networks.
6. For the application of Intelligent Network (IN) access codes, the Business Entity must first obtain a License for operating a fixed local network that provides basic telephone services;
7. For the application of International Direct Dialing (IDD) access codes, the Business Entity must first obtain a License for operating international fixed connection networks;
8. For the application of Long-Distance Direct Dialing (LDDD) access codes, the Business Entity must first obtain a License for operating long-distance direct dialing fixed networks;
9. For the application of Internet Telephone Service for Public Purposes (ITSP) access codes, the Business Entity must first obtain a License for providing value-added services for Internet Telephone Service for Public Purposes (ITSP);
10. For the application of Call Center access codes, the Business Entity must first obtain a License for providing value-added services for Call Center Information Services (Call Center);
11. For the application of Premium Short Message Service (SMS Premium) access codes, it can be submitted by business entities providing value-added services for Premium Short Message Service (SMS Premium);
12. For the application of Managed Calling (Calling Card) access codes, it can be submitted by business entities providing value-added services for Managed Calling (Calling Card).
13. For the application of Public Service Center access codes, the Business Entity must first obtain a License for operating:
    1. Fixed local networks providing basic telephone services;
    2. International fixed connection networks;
    3. Long-distance direct dialing fixed networks;
    4. Mobile cellular networks; and
    5. Satellite mobile networks.
14. For the application of Public Service Short Message Service access codes, the Business Entity must first obtain a License for operating:
    1. Fixed local networks providing basic telephone services;
    2. International fixed connection networks;
    3. Long-distance direct dialing fixed networks;
    4. Mobile cellular networks; and
    5. Satellite mobile networks.
15. For new telecommunications numbering applications, only 1 (one) number or 1 (one) number block can be requested.

Obligations:

1. Conduct its activities in accordance with the provisions of the applicable regulations;
2. Use and report numbering according to its purpose.
