Requirements

1. Request letter;
   Duration: 5 years
2. Certificate of standard operation of special terminals;
   Duration: 5 years
3. Physical inspection report, docking/undocking tests, and ship movement by an integrated technical team consisting of representatives from the Ministry of Transportation, Ministry of Trade, and Ministry of Finance. It must include at least:
   a. Maritime Safety and Security Aspects:
   1. Minimum water depth -6 LWS (Low Water Springs);
   2. Area for ship movement;
   3. Navigation aids;
   4. Maritime communication facilities;
   5. Infrastructure, facilities, and human resources for pilotage;
   6. Patrol vessels (if needed);
   7. Implementation of ISPS Code (attach ISPS Code certificate)
   
   b. Technical Aspects of Port Facilities:
   1. Concrete wharf (minimum 1 berth);
   2. Covered warehouses;
   3. Cargo handling areas;
   4. Fire prevention equipment;
   5. Pollution prevention facilities;
   
   c. Economic Aspects:
   1. Supporting specific industries;
   2. Minimum import cargo flow of 10,000 tons/year;
   3. Minimum export cargo flow of 20,000 tons/year;
   
   Duration: 5 years
4. Supporting documents and data to meet the requirements as per the Review Minutes (review documentation, specification data to meet the requirements as required by laws and regulations)
   Duration: 5 years

Responsibilities

1. Comply with regulations in the field of ports, maritime transportation, maritime safety and security, and the protection of the maritime environment, as well as other relevant laws and regulations;
   Duration: 5 years
2. Provide and maintain Navigational Aids-Maritime, sailing routes, harbor basins, and facilities necessary for smooth ship and cargo traffic and the smooth execution of government duties at the Special Terminal;
   Duration: 5 years
3. Equip the Special Terminal with waste and/or garbage storage and/or treatment facilities during the operational period, in accordance with environmental documentation;
   Duration: 5 years
4. Provide office facilities to facilitate the duties of customs, immigration, and quarantine agencies at the special terminal;
   Duration: 5 years
5. Provide supporting facilities for cargo loading/unloading and passenger embarkation/disembarkation activities.
   Duration: 5 years
