    5. Unverified Standard Certificate for the Extension of Construction/Development of a Special Terminal. Duration: 5 Years
    6. Verified Standard Certificate for the Construction/Development of a Special Terminal. Duration: 5 Years
    7. Evidence of land ownership status or evidence of land utilization agreements. Duration: 5 Years
    8. Valid primary business permit. Duration: 5 Years
    9. Minutes of the review and evaluation of the construction plan of the Special Terminal by the Harbor Master, the nearest port operator, and the local Navigation District, including at least: 1) Minutes of the review and evaluation of the extension plan for the construction/development period of the Special Terminal by the Harbor Master, the nearest port operator, and the local Navigation District; 2) Justifications/constraints for delays in completing the construction/development of the Special Terminal by the business entity; 3) Field review documentation. Duration: 5 Years
    10. Declaration of readiness to complete the construction/development of the Special Terminal within a maximum of 2 (two) years, along with a timeline of the "S" curve for the completion plan. Duration: 5 Years
  • Obligations:
    1. Comply with regulations and laws in the fields of shipping and environmental sustainability. Duration: 5 Years
    2. Comply with regulations and laws of other government agencies related to its core business. Duration: 5 Years
    3. Carry out the construction of the Special Terminal according to the established schedule. Duration: 5 Years
    4. Complete the construction of the Special Terminal within 18 (eighteen) months from the issuance of the construction permit for the Special Terminal. Duration: 5 Years
    5. Be responsible for the impacts during the construction of the respective Special Terminal. Duration: 5 Years
    6. Report the progress of the Special Terminal construction activities every 3 (three) months to the local port operator. Duration: 5 Years
    7. Take full responsibility for the respective Special Terminal construction. Duration: 5 Years
    8. Provide and maintain Navigation-Shipping Aids, shipping channels, harbor basins, and facilities required for the smooth flow of vessel and cargo traffic and the smooth execution of government tasks at the Special Terminal. Duration: 5 Years
    9. Equip the Special Terminal with waste collection and storage facilities. Duration: 5 Years
