  1. Administrative Requirements
    • Consistency in the company name
    • Address
    • Business License for Electricity Supply
    • Finance Lease Agreement (FLA) or Power Purchase Agreement (PPA) for Electricity Generation Business, for Electricity Supply Business License Holders

  2. Technical Requirements: Matching the list of capital goods in the Import Plan (Rencana Impor Barang - RIB) with the planned needs for power plant construction or development (type, specifications, and quantity of goods) Timeframe: -
  3. Technical Requirements: Selection of capital goods in the RIB to meet the following criteria:
    • The goods have not been produced domestically
    • The goods have been produced domestically but do not meet the required specifications
    • The goods have been produced domestically but do not suffice for industrial needs
    • The goods are not on the list of prohibited imports
    • The goods are not spare parts, consumables, or workshop tools

  4. Technical Requirements: Selection of capital goods in the RIB, as mentioned in point 2, following the provisions of the prevailing regulations Timeframe: -

  6. Technical Requirements: Examination of the Power Purchase Agreement (PPA) / Finance Lease Agreement (FLA) contract, including but not limited to:
    • Inclusion of clauses excluding customs duty in the contract
    • Provision that all electricity produced will be purchased by PT. PLN (Persero) or Electricity Supply Business License Holders operating within their jurisdiction, for applicants with a PPA with PT. PLN (Persero) or Electricity Supply Business License Holders operating within their jurisdiction
