Requirements

1. General Requirements:
   • Declare that the submitted data and documents are accurate and valid;
   • Fill out the technical form for radio frequency spectrum usage;
   • Hold a Telecommunication Services Permit or Broadcasting Services Permit. This requirement does not apply to:
     • Special government purposes; and/or
     • Other purposes specified by the minister responsible for communication and informatics affairs.
   • Do not have any outstanding Non-Tax State Revenue (PNBP) obligations to the ministry responsible for communication and informatics affairs;
   • Have a taxpayer status confirmation from the ministry responsible for financial affairs;
   • Use certified telecommunications equipment that is appropriate for its intended use;
   • Settle the radio frequency spectrum usage fee for ISR (Business Location Permit).
2. Specific Requirements:
   • For ISR applications related to maritime purposes, attach a notarial deed or measurement letter for ship radio stations from the minister responsible for transportation affairs;
   • For ISR applications related to aviation purposes, attach a recommendation for land-based aviation radio stations from the minister responsible for transportation affairs;
   • For ISR applications for earth stations using foreign satellites, attach the satellite anchoring rights;
   • For ISR applications for space purposes, attach:
     • A copy of the satellite anchoring rights if using foreign satellites;
     • A copy of the satellite capacity usage cooperation agreement with the satellite owner, if not using own satellite. Specifically for fixed satellite services and satellite broadcasting services, the cooperation agreement must state the minimum capacity usage; and
     • A letter of commitment to provide infrastructure capable of controlling customer traffic (hub, gateway, or teleport).
   • For ISR applications for point-to-point microwave link, which is part of an international telecommunications network, attach a copy of the microwave link anchoring rights.

Responsibilities

1. Use radio frequency spectrum as intended;
2. Ensure that the use of radio frequency spectrum does not cause harmful interference;
3. Optimally use radio frequency spectrum;
4. Use technical parameters as specified in the ISR (Business Location Permit);
5. Use identification signals or station identity on each radio frequency spectrum transmission for specific radiocommunication services;
6. Use certified telecommunications equipment;
7. Register ground stations for space ISR permit holders; and
8. Pay the annual radio frequency spectrum usage fee for ISR.
