Requirements
- Letter of Application;
- National Business Identification Number (NIB);
- Self-declaration statement by the business owner (self-declaration);
- Environmental Approval (Environmental License or UKL-UPL) or SPPL in the field of Ports (Special Terminals);
- Standard Certificate of Special Terminal Operation that has not been verified;
- Verified Standard Certificate of Special Terminal Construction;
- Valid basic business license;
- Proof of land ownership rights or land use agreement;
- Minutes of physical inspection, docking/unmooring trial, and ship maneuvering by the Harbor Master and Port Operator at the nearest port, which must include: 1) The Special Terminal construction has been completed in accordance with the Standard Certificate of Special Terminal Construction and is ready for operation; 2) The results of Special Terminal construction meet safety, order, and maritime environmental preservation aspects; 3) Field review documentation.

Responsibilities
- Compliance with laws and regulations in the field of ports, water transportation, maritime safety, and environmental protection;
- Compliance with laws and regulations of other government agencies related to its core business;
- Maintaining Navigation Aids, shipping routes, harbor basins, and facilities necessary to ensure maritime safety and smooth traffic of ships and goods in accordance with the construction permit granted;
- Equipping the Special Terminal with waste storage and garbage collection facilities;
- Full responsibility for the operation of the respective Special Terminal;
- Monthly operational reporting to the Director of Ports with copies to the Governor, Mayor, and Head of the Local Port Operator's Office;
- Payment of Non-Tax State Revenue (PNBP) for water use based on a water use agreement with the port operator in accordance with the legal provisions, from the date of operational permit issuance.
