- Self-declaration by the business entity (self-declaration). Duration: 5 Years
- Environmental Approval (Environmental Permit or UKL-UPL) or SPPL in the field of port management (Special Terminal). Duration: 5 Years
- Standard certificate of operation or previous operating permit for the Special Terminal. Duration: 5 Years
- Evidence of land ownership status or evidence of land utilization agreements. Duration: 5 Years
- Minutes of the review and evaluation by the Harbor Master and the Port Operator at the nearest port, including at least: 1) The Special Terminal facilities have not changed from the previous operating standard certificate and are still fit for operation; 2) Field review documentation. Duration: 5 Years
- Obligations:
- Comply with laws and regulations in the field of port management, water transportation, maritime safety, and environmental protection. Duration: 5 Years
- Comply with regulations from other relevant government agencies related to the core business. Duration: 5 Years
- Maintain Navigational Aid Facilities, shipping routes, harbor basins, and necessary facilities to ensure maritime safety and smooth traffic of vessels and cargo, in accordance with the development permit issued. Duration: 5 Years
- Take full responsibility for the operation of the respective Special Terminal. Duration: 5 Years
- Report operational activities every month to the Director of Port Management, with copies to the Governor, Mayor, and the Head of the local Port Operator Office. Duration: 5 Years
- Make payments for the use of water areas based on the water usage agreement with the port operator, in accordance with legal regulations, starting from the issuance of the operational permit. Duration: 5 Years
