- A statement letter stating that the data and documents submitted are true and valid;
- A statement of support for the provision of capacity (bandwidth) from the foreign satellite operator;
- Fill in the technical form for the use of foreign satellites; and
- Already have a Telecommunication Implementation License or Broadcasting Implementation License.

- Perform mitigation of harmful interference to the radio frequency spectrum against the filing of Indonesian Satellites and/or against Indonesian terrestrial radio stations.
