What is Fish Feed Registration Certificate?

Fish Feed Registration Certificate is a Perizinan Berusaha Untuk Menunjang Kegiatan Usaha (PB UMKU) — a sector-specific business permit issued by Ministry of Marine Affairs and Fisheries under Indonesia's Marine and Fisheries regulatory regime. PB UMKU sit on top of the foundational NIB (Nomor Induk Berusaha): the NIB lets you exist as a business and operate a KBLI activity at its risk-based scale, while a PB UMKU authorises a specific regulated function, output, or facility within that activity.

For fish feed originating from abroad, it must be accompanied by:
1. certificate of good manufacturing practice;
2. certificate of origin from the relevant authority in the country of origin;
3. certificate of analysis from an accredited laboratory, at a minimum containing the composition of the fish feed, levels of chemical contaminants, and biological contaminants;
4. letter of statement/publication from the government of the country of origin stating that the fish feed has been and is still being traded in the country of origin; and
5. letter of appointment from the manufacturer to the importer.

Statement of having implemented the CPPIB principles.

Technical data on fish feed that includes:
1. brand, type, production code, intended use, net weight, nutritional content of the fish feed, and percentage of fish feed; and
2. names of raw materials for fish feed, supplementary materials, and additives for fish feed.

Quality testing report (from an accredited domestic laboratory):
1. artificial fish feed, including:
  1. consumption fish including proximate tests (protein, fat, crude fiber, ash, and moisture), free nitrogen, nitrogen-free extract, stability in water, microbiology (salmonella, aflatoxin), antibiotics (nitrofuran, chloramphenicol, oxytetracycline), heavy metals (Pb, Hg, Cd), and melamine testing; specifically for fish feed with quality content below SNI or not yet having SNI, amino acid and peptide digestibility testing is conducted; or
  2. ornamental fish including proximate tests (protein, fat, crude fiber, ash, and moisture), free nitrogen, nitrogen-free extract, stability in water, and astaxanthin/total carotenoid.
2. natural fish feed, including proximate tests, specifically for dormant eggs/cysts of artemia, testing is only conducted on:
  1. hatching percentage;
  2. hatching efficiency;
  3. hatching speed; and
  4. number of cysts per gram.

Ongoing obligations once issued

11 obligations that continue throughout the life of the permit — periodic reports, recordkeeping, technical compliance.

Recurring compliance

Set up the legal entity
Foreign investors incorporate a PT PMA (Perseroan Terbatas Penanaman Modal Asing); domestic investors use a PT lokal or PT Perorangan. The Articles of Association are drafted before a notary and registered with Kemenkumham (Ministry of Law & Human Rights).

Obtain the NIB via OSS
File the OSS application with your KBLI codes and risk-based scale. The system issues an NIB (Nomor Induk Berusaha) — your foundational business identifier. For low-risk activities, the NIB alone is sufficient to begin operations.

Apply for {permit}
Submit the PB UMKU application through OSS, addressed to Ministry of Marine Affairs and Fisheries. Required supporting documents and processing time are set by the ministry; expect technical review, possible site inspection, and clarification rounds before issuance.
