- Employers must obtain a work permit (RPTKA) for foreign workers before employment (Pasal 5). - Foreign workers must possess a valid visa and work permit to legally work in Indonesia (Pasal 6). - Employers are required to provide training to local workers as part of the employment of foreign workers (Pasal 8). - The regulation stipulates that foreign workers are entitled to the same rights as local workers, including fair wages and safe working conditions (Pasal 10).

The regulation interacts with other laws related to labor, immigration, and investment, including the Law on Manpower and the Law on Immigration, ensuring a cohesive legal framework for the employment of foreign workers in Indonesia.
