Legal or institutional status itself is not a determining factor for an activity to fall into this category, but rather the nature of the activity as described in the previous paragraph. This means that activities classified elsewhere in the KBLI are not included in this category, even if they are carried out by government agencies. For example, the administration of the school system (regulations, inspections, and curriculum) falls into this category, but does not include the teaching activity itself (category Q), and prison or military hospitals are classified in the health category (R). By the same analogy, some of the activities mentioned in this category may also be carried out by non-governmental units. This category also includes mandatory social security activities.
